Abstract The accelerating shift toward digitalized financial systems has forced central banks and regulators to reconsider long‑standing assumptions about trust, transparency, and systemic oversight. While blockchain infrastructures promise tamper‑resistant settlement mechanisms, and artificial intelligence brings predictive and investigative capabilities, their integration within cross‑border monetary frameworks remains underexplored. This rewritten work presents a richer, more narratively driven examination of how AI‑based risk intelligence and blockchain‑enabled auditability can converge into a decentralized trust fabric suitable for next‑generation CBDC ecosystems. Rather than treating these technologies as isolated innovations, the paper situates them within broader institutional, governance, and policy dynamics.
