Strategic Management of Health Tourism in India: Opportunities and Challenges in Telangana

Author(s) Dr. Gollapudi Sudheer
Country India
Abstract Medical tourism is a strategic growth sector in India, with foreign visitors for treatment in 2025 at 507,244, and the market is expected to grow from USD 8.7 billion to USD 16.2 billion by 2030. With Hyderabad's recognized hospitals and exemplary aviation connectivity, Telangana, with its vision of creating a regional hub under the Telangana Tourism Policy 2025-30, has set its sights on becoming a regional hub. The study is qualitative with a secondary data design, and combines data on arrivals from the Bureau of Immigration presented in tables in the Lok Sabha, government and press releases, policy documents, and studies. The analysis is based on resource-based, value-chain, and stakeholder viewpoints, SWOT analysis, and comparison with Thailand, Türkiye, and Singapore. The findings reveal that the number of arrivals in India has returned to approximately 92 per cent of 2019 levels, but that the majority came from a single country – Bangladesh, which accounted for some three quarters of the total in 2024. The strengths of Telangana are clinical depth, affordability, and ecosystem integration, while weaknesses include fragmented facilitation, limited data at the state level, limited insurance portability, and lack of regulation of intermediaries. The paper suggests a multi-pillar strategic approach, including the following pillars: governance, quality assurance, market diversification, patient journey integration, and data-driven monitoring, and identifies the corresponding actions and performance indicators, which are broken down into phases. It states that the real difference between potential and advantage will be made by institutional co-ordination, rather than by building materially.
